Eco-design and Energy label in EU

EPREL （European Product Registry for Energy Labelling）系統(tǒng)做登記（歐盟能效標(biāo)簽產(chǎn)品注冊(cè)）  時(shí)間節(jié)點(diǎn)：

1） 在 2019 年 1 月 1 日 之后，歐盟能效標(biāo)簽授權(quán)法案范圍內(nèi)的產(chǎn)品， 進(jìn)入歐盟市場(chǎng)之前， 供應(yīng)商（制造商， 進(jìn)口商或其授權(quán)的 代表） 需要在 EPREL 系統(tǒng)做登記 （ 歐盟能效標(biāo)簽產(chǎn)品注冊(cè)） 。

2）在2017 年8月1日到 2019年1月1日期間進(jìn)入歐盟的產(chǎn)品，則需要在2019 年7月1日之前完成在EPREL 系統(tǒng)（歐盟能效標(biāo)簽產(chǎn)品注冊(cè))的登記。

3） 在2017年8月1日 之前進(jìn)入歐盟的產(chǎn)品， 客戶可以選擇自愿性登記。需要登記在數(shù)據(jù)庫(kù)上的信息包括： 能效標(biāo)簽、 技術(shù)資料及符合性證明。

需要注冊(cè)的產(chǎn)品范圍如下：

空調(diào)， 風(fēng)扇，廚房烹飪電器， 洗碗機(jī)， 加熱器， 燈具， 燈泡， 局部空間加熱器，家用制冷設(shè)備， 專(zhuān)用制冷設(shè)備， 固體燃料鍋 爐， 電視機(jī)，顯示器， 滾筒干燥機(jī)，輪胎， 真空吸塵器， 住宅 通風(fēng)設(shè)備，家用洗衣機(jī)。

從 2019 年第 2 季度開(kāi)始， 消費(fèi)者可以通過(guò) EPREL 數(shù)據(jù)庫(kù)查詢到產(chǎn)品能效標(biāo)簽和信息。

范例：

能效標(biāo)簽的注冊(cè)首先要公告機(jī)構(gòu)資質(zhì)實(shí)驗(yàn)室出具的能效報(bào)告， 然 后在歐盟 EPREL 創(chuàng)建 EU login 賬號(hào)， 需要注意的是， 非歐盟國(guó)家 的公司不能直接在官方注冊(cè)， 需要指認(rèn)一名歐洲經(jīng)濟(jì)區(qū)境內(nèi)的授 權(quán)代表，也就是歐代來(lái)為其代理產(chǎn)品的注冊(cè)。

能效注冊(cè)分下面三種角色：
制造商： 在歐盟、 歐洲經(jīng)濟(jì)區(qū)或北愛(ài)爾蘭成立的任何自然人 或法人負(fù)責(zé)設(shè)計(jì)或制造產(chǎn)品并將其放置在以自己的名義或商標(biāo)進(jìn) 入歐盟市場(chǎng)。  制造商直接負(fù)責(zé)在數(shù)據(jù)庫(kù)中注冊(cè)投放歐盟市場(chǎng)的每 種不同型號(hào)的產(chǎn)品。
進(jìn)口商： 在歐盟、 歐洲經(jīng)濟(jì)區(qū)或北愛(ài)爾蘭成立的自然人或法 人將來(lái)自第三國(guó)制造商的產(chǎn)品投放到歐盟市場(chǎng)。  它的義務(wù)建立在 制造商的義務(wù)上。
授權(quán)代表： 在歐盟、 歐洲經(jīng)濟(jì)區(qū)或北愛(ài)爾蘭成立的自然人或法 人， 由第三國(guó)制造商指定（未在歐盟、 歐洲經(jīng)濟(jì)區(qū)或北愛(ài)爾蘭） ， 通過(guò)在數(shù)據(jù)庫(kù)中注冊(cè)代表其行事投放市場(chǎng)的不同型號(hào)的 產(chǎn)品。  授權(quán)代表是合法的或獨(dú)立于制造商的自然人。
另外， EPREL 注冊(cè)不能是個(gè)人去注冊(cè)， 一定得是公司組織， 而且在歐洲境內(nèi)，  一個(gè)公司組織可為多個(gè)其他組織綁定注冊(cè)。
一般信息填寫(xiě)之后， 供應(yīng)商需要進(jìn)行電子驗(yàn)證， ORGANISATION>VERIFICATION >ELECTRONIC VERIFICATION

能效標(biāo)貼的更新:

2021年先對(duì)5個(gè)產(chǎn)品組進(jìn)行了重新調(diào)整：冰箱和冰柜；洗碗機(jī)；洗衣機(jī)和洗衣烘干機(jī)；顯示器、電視機(jī)；照明燈具。

未驗(yàn)證供應(yīng)商組織注冊(cè)的產(chǎn)品會(huì)發(fā)布公開(kāi)， 掃描時(shí)也可以訪問(wèn)這些產(chǎn)品標(biāo)簽上的二維碼或在公共網(wǎng)站上輸入EPREL ID。 但是，已發(fā)布的產(chǎn)品來(lái)自未經(jīng)驗(yàn)證的供應(yīng)商在消費(fèi)者搜索時(shí)不會(huì)出現(xiàn)在公共網(wǎng)站上， 這也意味著消費(fèi)者看不到你的產(chǎn)品注冊(cè)了能效， 會(huì)有投訴風(fēng)險(xiǎn)。

Ecodesign requirements

The ecodesign requirements for individual product groups are created under the EU's ecodesign directive in a process coordinated by the European Commission. The EU legislation on ecodesign is applicable on 31 of the product groups.

As an alternative, industry sectors may also sign voluntary agreements to reduce the energy consumption of their products. The Commission formally recognises such agreements and monitors their implementation.

The ecodesign directive also establishes a consultation forum to consult stakeholders on the implementation of the directive. The list of members includes representatives from EU countries, industry and civil society. The group is open for observers from candidates and European Free Trade Association (EFTA) countries, and from organisations that have a legitimate interest in the discussion.

Energy labelling framework

The energy labelling requirements for individual product groups are created under the EU's energy labelling framework regulation, in a process coordinated by the European Commission. 15 of the product groups require an energy label.
